1.    Title

These Regulations may be cited as the Export Processing Zones (Licensing) Regulations.

2.    Interpretation

In these Regulations unless the context otherwise requires—

“Authority” means the Zambia Export Processing Zones Authority;

“Board” means the Zambia Export Processing Zones Authority Board;

“Developer” means a person who holds a permit issued pursuant to section 17 of the Act;

“Investor” means the holder of an export processing licence issued pursuant to section 20 of the Act;

“licence” means an export processing licence granted pursuant to section 20 of the Act; and

“Permit” means a permit granted to a developer pursuant to section 20 of the Act.

3.    Application

These Regulations shall apply to Export Processing Zones in the following sectors:

    (a)    agriculture;

    (b)    agro-processing; and

    (c)    manufacturing.

4.    Application for permit

    (1) An application for a developer’s permit shall be in form EPZ 1 set out in the Schedule to these Regulations.

    (2) An application for a permit shall be accompanied by a non-refundable application fee of 7,500 fee units and the following documents:

    (a)    a certified copy of the article of association;

    (b)    a certified copy of the certificate of incorporation;

    (c)    a certified copy of the certificate of share capital

    (d)    a certified copy of the applicant company’s certificate of minimum share capital;

    (e)    a copy of the latest annual report and audited financial statements if the applicant company has been in operation for more than one year;

    (f)    a copy of projected financial statements, if the applicant company has been recently incorporated;

    (g)    a detailed business plan;

    (h)    a certified photocopy of the passport or National Registration Card showing the nationality and place and date of birth of the person named as a Director or Secretary of the company in the application for incorporation; and

    (i)    a plan of the proposed facilities drawn to scale showing—

        (i)    the full extent of the area to be developed as an export processing zone;

        (ii)    any servitude or building restrictions; and

        (iii)    the proposed or existing layout of the facilities.

5.    Application for licence

    (1) An application for a licence to invest in an export processing zone shall be in Form EPZ 2 set out in the Schedule to these Regulations.

    (2) An application for a licence shall be accompanied by a non-refundable application fee for 7,500 fee units and the following documents:

    (a)    memorandum and articles of association of the applicant company;

    (b)    a copy of the certificate of incorporation;

    (c)    a certified copy of the certificate of share capital certificate;

    (d)    a copy of the applicant company’s certificate of minimum share capital;

    (e)    a copy of the latest annual report and audited financial statements if the applicant company has been in operation for more than one year;

    (f)    a copy of projected financial statements, if the applicant company is recently incorporated;

    (g)    a copy of a detailed business plan;

    (h)    a certified copy of the passport or National Registration Card showing the nationality and the place and date of birth of the person named as Director as secretary in the application for incorporation.

6.    Requirement of further information

The Board may require, from a person who has lodged an application for a permit or a licence under these Regulations, such further information as the Board may consider necessary.

7.    Determination of application

    (1) The Authority shall, within 30 days of receiving an application for a permit or licence, consider the application.

    (2) Where the authority is satisfied that the applicant has complied with the requirements of these Regulations, the Authority shall approve the application and may refuse to approve the application where the Authority is not so satisfied.

    (3) The Authority shall, immediately after the expiration of the period referred to in sub-regulation (1) inform the applicant of its decision.

    (4) Where the Authority refuses to grant a permit or licence, the Authority shall inform the applicant accordingly giving reasons for the refusal.

    (5)The Authority shall, where an application is approved by the authority issue the applicant with—

    (a)    a permit in Form EPZ 3 set out in the Schedule to these Regulations; or

    (b)    a licence in Form EPZ 4 set out in the Schedule to these Regulations.

8.    Duration of permit or licence

    (1) A permit or licence shall, unless it is revoked or suspended, be valid for a period of 10 years from the date of issue.

    (2) An application for the renewal of a permit or a licence shall be made to the Authority six months prior to the expiration of a permit or licence issued under these Regulations.

    (3) A non-refundable fee of seven thousand five hundred fee units shall be payable on the renewal of a permit or a licence.

    (4) A permit or licence shall lapse if not renewed in accordance with the provisions of these Regulations.

    (5) A permit or licence may be issued subject to such terms and conditions the Authority may determine.

    (6) A permit or licence renewed under this Regulation shall be valid for a period not exceeding five years.

9.    Annual fees

    (1) An investor shall pay to the authority an annual licence fee of 36,112 fee units for each year during the licence is valid.

    (2) A developer shall pay to the Authority an annual permit fee of 72,023 fee units for each year during which the permit remains valid.

10.    

    (1) A developer shall begin to implement the project described in the permit within one year of obtaining the permit.

    (2) Subject to section 24 an investor shall begin to implement the investment described in the licence within one year of obtaining the licence.

SI 16 of 2007.

1.    Title

This Order may be cited as the Chambishi Multi-Facility Economic Zone (Declaration) Order.

2.    Declaration of Chambishi Multi-Facility Economic Zone

The area, compromising the pieces of land described in the First Schedule to this Order, is hereby declared a Multi-Facility Economic Zone to be known as Chambishi Multi-Facility Economic Zone.

3.    Facilities to be provided by licensee in Chambishi Multi-Facility Economic Zone

    (1) The licensee specified in the Second Schedule to this Order shall provide within the Chambishi Multi-Facility Economic Zone infrastructure and facilities which are suitable for the operation of the industries specified in sub-paragraph (2) and which shall include—

    (a)    buildings;

    (b)    electricity;

    (c)    telecommunication facilities;

    (d)    water and waste disposal facilities; and

    (e)    roads.

    (2) The infrastructure and facilities referred to in sub-paragraph (1) shall be such as are suitable for the operation of—

    (a)    copper processing industries;

    (b)    mechanical industries;

    (c)    light engineering industries;

    (d)    electrical appliance industries;

    (e)    clothing industries;

    (f)    food industries; and

    (g)    medical industries.

4.    Sale of goods produced in Multi-Facility Economic Zone

The goods produced or services provided in the Chambishi Multi-Facility Economic Zone may be sold, exported or otherwise disposed off in the ordinary course of business.

FIRST SCHEDULE

[Paragraph 2]

The parcels of land comprising the Chambishi Multi-Facility Economic Zone are the following—

1.     All that piece of land in extent 7,692.801 acres more or less being the remaining extent of Lot No. 10/M situate at Chambishi in the Copperbelt Province of Zambia being more particularly delineated and described in Diagram No. 512/1962 annexed to the Certificate of Title relating to the said piece of land TOGETHER WITH all unexhausted improvements thereon EXCEPT and RESERVED all minerals oils and precious stones whatsoever upon or under the said piece of land.

1.    Title

These Regulations may be cited as the Multi-Facility Economic Zones (General) Regulations.

2.    Interpretation

In these Regulations, unless the context otherwise requires—

“Act” means the Zambia Development Agency Act, 2006;

“commercial activity” means any activity in connection with contracts, bankruptcy, patents, trademarks, designs, companies, partnerships, export and import of merchandise, affreightments, insurance, banking, agency and usage;

“Commissioner-General” has the meaning assigned to it in the Zambia Revenue Authority Act;

“developer” means a person who wishes to develop an area or premises as a multi-facility economic zone or an industrial park;

“industrial park” means any area or premises in Zambia that has been declared an industrial park under section 18;

“multi-facility economic zone” means any area or premises in Zambia that has been declared a multi-facility economic zone under section 18; and

“officer” means an employee of the Zambia Development Agency.

3.    Facilities and services to be maintained in multi-facility economic zone or industrial park

The Agency may require an investor to provide and maintain in a multi-facility economic zone or industrial park standard infrastructure, ready-made standard factory buildings, warehouse, factory space, telecommunication facilities, water and sewerage networks, uninterrupted power supply source, internal roads, waste water treatment and such other facilities as are required for the effective and efficient operation of the multi-facility economic zone or industrial park.

4.    Production of goods or services in multi-facility economic zone or industrial park

A business enterprise may, in accordance with the conditions attached to its licence, produce for export or the local market, any of the goods or services specified in the licence.

5.    Prohibition of unauthorised activities

An investor shall not, within a multi-facility economic zone or industrial park, carry out any activity not authorised by the licence or permit.

6.    Application for permit

    (1) A person who wishes to develop an area or premises as a multi-facility economic zone or industrial park pursuant to sections 18 and 68 of the Act, shall submit an application for a permit to the Board in Form ZDA I set out in the Schedule.

    (2) An application made under sub-regulation (1) shall be accompanied by an application fee of five hundred and fifty-five fee units and the following documents—

    (a)    a certified copy of the articles of association;

    (b)    a certified copy of the certificate of incorporation;

    (c)    a certified copy of the certificate of share capital;

    (d)    a copy of the latest annual report and audited financial statements if the applicant company has been in operation for more than one year;

    (e)    a copy of projected financial statements, if the applicant company has been incorporated for less than one year;

    (f)    a certified photocopy of the passport or national registration card showing the nationality and place and date of birth of the person named as a Director or Secretary of the company in the application for incorporation; and

    (g)    a detailed business plan and in the case of an application for a permit, a plan of the proposed facilities drawn to scale showing—

        (i)    the full extent of the area to be developed as a multi-facility economic zone or an industrial park;

        (ii)    any building restrictions;

        (iii)    the proposed or existing layout plan of the development approved by the planning authority; and

        (iv)    the approved layout plans accompanied by the bill of quantities.

    (3) A permit under sub-regulation (1) shall not be granted in respect of an industrial park unless the part is at least 15 acres in extent.

7.    Application for licence

    (1) A person who wishes to operate a business enterprise in a multi-facility economic zone or an industrial park shall submit an application for a licence to the Board in Form ZDA II set out in the Schedule.

    (2) An application referred to under sub-regulation (1) shall be accompanied by an application fee of five hundred and fifty-five fee units and the following documents—

    (a)    a certified copy of the articles of association;

    (b)    a certified copy of the certificate of incorporation;

    (c)    a certified copy of the certificate of share capital;

    (d)    a copy of the latest annual report and audited financial statements if the applicant company has been in operation for more than one year;

    (e)    a copy of projected financial statements, if the applicant company has been incorporated for less than one year;

    (f)    a certified photocopy of the passport or national registration card showing the nationality and place and date of birth of the person named as a Director or Secretary of the company in the application for incorporation; and

    (g)    a detailed business plan.

8.    Consideration before grant of licence or permit

In considering an application for a licence or permit, the Board shall have regard to—

    (a)    the level of local and foreign direct investment;

    (b)    the attraction of local and foreign indirect investment;

    (c)    the amount and quality of local employment creation;

    (d)    the extent of skills development and transfer to local entrepreneurs and communities;

    (e)    the extent to which the project will lead to expansion of local production;

    (f)    the level of utilisation of local raw materials and intermediate goods;

    (g)    the introduction and transfer of technology;

    (h)    the production of new products;

    (i)    the impact that the proposed investment is likely to have on the environment and the measures proposed to deal with an adverse environmental consequence in accordance with the Environmental Protection and Pollution Control Act;

    (j)    the extent to which the project will lead to the diversification of the economy;

    (k)    the extent to which the project will lead to increased foreign exchange earnings;

    (l)    the degree to which the project is export oriented;

    (m)    the extent to which the project leads to import substitution;

    (n)    the extent to which the project leads to utilisation of preferential trade agreements;

    (o)    the extent to which the project leads to social development; and

    (p)    any other considerations relevant for purposes of the Act.

9.    Issue of licence or permit

    (1) Where the Board approves an application for a licence or permit, it shall issue to the applicant a licence or permit specifying—

    (a)    the name, nationality and address of the applicant;

    (b)    the legal status of the business enterprise, whether as a body corporate, partnership, association or other type of entity, its registered or other office and the names and nationalities of the chief executive and the directors or other office bearers;

    (c)    a description of the proposed project or investment, and of the approved activity which is authorised by the licence or permit;

    (d)    the nature and the amount or value of the domestic or foreign investment, where applicable, the period or periods within which they shall be invested;

    (e)    the date of issue and expiry of the licence or permit;

    (f)    the terms and conditions of the licence or permit; and

    (g)    any other matter which the Board considers necessary to give effect to the Act.

10.    Application for variation of licence or permit

An investor may apply for a variation of a licence or permit stating reasons for the application, upon payment of a fee of five hundred and fifty-five fee units.

11.    Renewal of licence or permit

An investor who wishes to renew a licence or permit pursuant to section 72 of the Act shall submit an application to the Board six months prior to the expiration of the current licence or permit in Form ZDA III or Form ZDA IV respectively set out in the Schedule and the application shall be accompanied by a fee of five hundred and fifty-five fee units.

12.    Inspection of Register

    (1) The Board shall maintain a Register of licences and permits in Form ZDA V set out in the Schedule.

    (2) The Register kept under sub-regulation (1) shall be open for inspection by members of the public at all reasonable times at the office of the Agency on payment of a fee of six hundred fee units.

13.    Records to be kept by an investor

An investor shall keep, at the investor’s place of business or premises, and maintain in a form and manner conforming to accepted accounting standards—

    (a)    a register into which shall be entered the assets and liabilities of the investor;

    (b)    books of accounts, invoices, customs permits and other documents relating to or connected with their operations in a multi-facility economic zone or industrial park; and

    (c)    such other records and information as submitted with the application for the licence or permit.

14.    Notification of incentives to investor

    (1) The Agency shall, where it grants a licence or permit to an investor inform the Commissioner-General about the grant, attaching copies of the licence or permit, within seven days of the grant.

    (2) The Commissioner-General shall, within 14 days of receipt of a notification under sub-regulation (1), notify the investor of the incentives awarded and in relation to the licence or permit, the validity period of the incentives.

15.    Rights and obligations of investor in multi-facility economic zone or industrial park

    (1) An investor may—

    (a)    appoint an agent or representative to undertake the management and administration of the multi-facility economic zone or industrial park or a business in a multi-facility economic zone or industrial park on behalf of the investor; and

    (b)    lease, sub-lease or sell land or buildings to a licenced multi-facility economic zone or industrial park investor, and may charge rent or fees for other services that may be provided in the multi-facility economic zone or industrial park.

    (2) An investor shall—

    (a)    not assign, cede, or otherwise transfer the permit or licence without prior approval of the Agency;

    (b)    obtain approval from the Agency before making improvements to the multi-facility economic zone or industrial park and its facilities;

    (c)    maintain adequate security and suitable provision for the movement of persons, conveyances, vessels and goods entering or leaving the multi-facility economic zone or industrial park;

    (d)    enforce measures, for the business or activity carried out within the multi-facility economic zone or industrial park, which promote the safety and efficiency of its operations;

    (e)    inform the Agency if it is unable to implement the investment prescribed in the licence or permit within 30 days of the investor becoming aware of the non-implementation of the investment;

    (f)    inform the Agency, without delay of any material change in the information or particulars furnished by the investor at the time the investor applied for the licence or permit; and

    (g)    submit on an annual basis the following:

        (i)    a statement of returns on employment on Form ZDA VI set out in the Schedule;

        (ii)    a statement of returns on sales on Form ZDA VII set out in the Schedule; and

        (iii)    a statement of returns on the amount invested on Form ZDA VIII set out in the Schedule.

16.    Types of business enterprises

The Board may grant licences in respect of the following types of business enterprises to operate in a multi-facility economic zone or industrial park—

    (a)    commercial business enterprise; and

    (b)    production business enterprise.

17.    Suspension or revocation of licence or permit

    (1) Subject to the other provisions of these Regulations, the Board may suspend or cancel any licence or permit if an investor—

    (a)    obtained the licence or permit by fraud, deliberate or negligent submission of false information or statements;

    (b)    transfers or otherwise assigns a licence or permit without the prior approval of the Board;

    (c)    contravenes these Regulations or any terms and conditions of the licence or permit issued to the investor; or

    (d)    fails without reasonable cause to establish the business enterprise within the time stipulated in the licence or any extension thereof.

    (2) The Board shall, before suspending or cancelling a licence in accordance with sub-regulation (1), give written notice to the investor of its intention to suspend or cancel the licence and the grounds for the suspension or cancellation and require the investor to show cause within a period of not more than 30 days why the licence or permit should not be suspended or cancelled.

    (3) The Board shall not suspend or cancel any licence under this section if the investor takes remedial measures to the satisfaction of the Board within the period of 30 days referred to in sub-regulation (2).

    (4) If the investor notified under sub-regulation (2) fails to show cause to the satisfaction of the Board or does not take remedial measures to the satisfaction of the Board within the time specified in that sub-regulation, the Board may suspend or cancel the licence or permit.

    (5) Where a licence or permit is suspended, the holder of the licence or permit shall cease to be entitled to the rights and benefits conferred under the Act and these Regulations for the period of the suspension.

    (6) Where a licence or permit is cancelled, the holder of the licence or permit shall cease to be entitled to the benefits conferred under the Act or these Regulations with effect from the date of such cancellation and shall return the licence to the Director General.

    (7) Any person who is aggrieved by any decision of the Board under this section may appeal to the Minister subject to further appeal to the High Court.

18.    Offences and penalty

An investor who contravenes regulations five, thirteen or sub-regulation (2) of regulation fifteen commits an offence and is liable, upon conviction, to a fine not exceeding ten thousand penalty units or to imprisonment for a term not exceeding three years, or to both.

1.    Title

This Order may be cited as the Zambia Development Agency (Lusaka South Multi-Facility Economic Zone) (Declaration) Order.

2.    Interpretation

In this Order, “multi-facility economic zone” means the Lusaka South Multi-Facility Economic Zone.

3.    Declaration of Lusaka South Multi-Facility Economic Zone

The area, comprising the piece of land described in the First Schedule to this Order, is hereby declared as the Lusaka South Multi-Facility Economic Zone.

4.    Facilities to be provided by licensee in multi-facility economic zone

    (1) The licence specified in the Second Schedule to this Order shall provide, within the multi-facility economic zone, infrastructure and facilities which are suitable for the operation of the industries specified in sub-paragraph (2) and which shall include—

    (a)    buildings;

    (b)    electricity;

    (c)    telecommunication facilities;

    (d)    water and waste disposal facilities; and

    (e)    roads.

    (2) The infrastructure and facilities referred to in sub-paragraph (1) shall be such as are suitable for the operation of—

    (a)    research and development institutions;

    (b)    high-technology industries;

    (c)    information and communication technology;

    (d)    commercial institutions;

    (e)    agriculture and agro based industries;

    (f)    electrical and electronic appliance industries;

    (g)    professional, medical, scientific and measuring devices;

    (h)    diagnostic services and other medical services;

    (i)    education and skills training;

    (j)    packaging and printing industries;

    (k)    palm oil product and their derivatives;

    (l)    processing of gemstones;

    (m)    pulp paper and paper boards; and

    (n)    agriculture and agro-processing industries.

5.    Sale of goods produced in multi-facility economic zone

The goods produced or services provided in the multi-facility economic zone may be sold, exported or otherwise disposed of in the ordinary course of business.

The parcel of land comprising the Lusaka South Multi-Facility Economic Zone is the following:

All that piece of land in extent 2, 100 hectares more or less being the remaining extent of Forest Reserve No. 26 at the South Eastern Urban edge of Lusaka in the Lusaka Province of Zambia excerpt and reserved all mineral, oils and precious stones whatsoever upon or under the said piece of land.

1.    Title

This Order may be cited as the Zambia Development Agency (Roma Industrial Park) (Declaration) Order.

2.    Interpretation

In this Order, “industrial park” means the Roma Industrial Park.

3.    Declaration of Roma Industrial Park

The area, comprising the pieces of land described in the First Schedule to this Order, is hereby declared as the Roma Industrial Park.

4.    Facilities to be provided by licensee in industrial park

    (1) The licensee specified in the Second Schedule to this Order shall provide, within industrial park, infrastructure and facilities which are suitable for the operation of the industries specified in sub-paragraph (2) and which shall include—

    (a)    buildings;

    (b)    electricity;

    (c)    telecommunication facilities;

    (d)    water and waste disposal facilities; and

    (e)    roads.

    (2) The infrastructure and facilities referred to in sub-paragraph (1) shall be such as are suitable for the operation of—

    (a)    light engineering industries;

    (b)    construction and hardware industries;

    (c)    electrical appliance industries;

    (d)    food industries; and

    (e)    clothing industries.

5.    Sale of goods produced in Industrial Park

The goods produced or services provided in the industrial park may be sold, exported or otherwise disposed of in the ordinary course of business.

FIRST SCHEDULE

[Paragraph 3]

ROMA INDUSTRIAL PARK

The parcels of land comprising the Roma Industrial Park are the following—

1.    All that piece of land in extent 16.1878 hectares more or less being the remaining extent of S/D 252 of farm 609 situate at Roma in the Lusaka Province of Zambia being more particularly delineated and described in Diagram No. 1161/2007 annexed to the Certificate of Title relating to the said piece of land together with all unexhausted improvements thereon except and reserved all minerals, oils and precious stones whatsoever upon or under the said piece of land.

1.    Title

This Order may be cited as the Zambia Development Agency (Jiangxi Multi-Facility Economic Zone) (Declaration) Order.

2.    Interpretation

In this Order, unless the context otherwise requires “multi-facility economic zone” means the Jiangxi Multi-Facility Economic Zone in Chibombo.

3.    Declaration of multi-facility economic zone

The area, comprising the piece of land described in the First Schedule to this Order, is declared as a multi-facility economic zone.

4.    Facilities to be provided by licence holder in multi-facility economic zone

    (1) The licence holder specified in the Second Schedule to this Order shall provide, within the multi-facility economic zone, infrastructure and facilities which are suitable for the operation of the industries specified in sub-paragraph (2) and which shall include—

    (a)    buildings;

    (b)    electricity;

    (c)    telecommunication facilities;

    (d)    water and waste disposal facilities; and

    (e)    roads.

    (2) The infrastructure and facilities referred to in sub-paragraph (1) shall be suitable for the operation of—

    (a)    textile and apparel manufacturing plants;

    (b)    building materials manufacturing plants;

    (c)    farming activities relating to crops, livestock, fishery and fruits;

    (d)    food processing plants;

    (e)    equipment manufacturing plants;

    (f)    hardware manufacturing plants;

    (g)    electronic manufacturing plants;

    (h)    a onestop public service center;

    (i)    a service station;

    (j)    education and scientific research facilities;

    (k)    medical treatment and public health facilities;

    (l)    trading facilities with shopping commercial facilities;

    (m)    warehousing facilities;

    (n)    information processing and intelligent distribution facilities; and

    (o)    a sanitation and sewerage treatment plant.

5.    Sale, export and disposal of goods produced in multi-facility economic zone

The goods produced or services provided in the multi-facility economic zone may be sold, exported or otherwise disposed of in the ordinary course of business.

The piece of land comprising the Jiangxi Multi Facility Economic Zone is the following—

All that piece of land in extent 2088.9157 hectares more or less being the remaining extent of Farm Number 2112 situate at Chibombo District in the Central Province of Zambia being more particular delineated and described in Diagram No. SD 10112/2015 annexed to the Certificate of Title relating to the said piece of land TOGETHER WITH all unexhausted improvements thereon EXCEPT and RESERVED all minerals, oils and precious stones whatsoever upon or under the said piece of land.

1.    Title

This Order may be cited as the Zambia Development Agency (Kalumbila Multi Facility Economic Zone) (Declaration) Order.

2.    Interpretation

In this Order, unless the context otherwise requires—

“educational institution” has the meaning assigned to the words in the Education Act, 2011;

“higher education institution” has the meaning assigned to the words in the Higher Education Act, 2013;

“licence holder” means the licence holder specified in the Second Schedule to this Order;

“mining” has the meaning assigned to the word in the Mines and Minerals Development Act, 2015;

“multi facility economic zone” means the Kalumbila Multi Facility Economic Zone in Kalumbila District; and

“tourism” has the meaning assigned to the word in the Tourism and Hospitality Act, 2015.

3.    Declaration of multi facility economic zone

The area, comprising the piece of land described in the First Schedule to this Order, is declared as a multi facility economic zone.

4.    Facilities to be provided by licence holder in multi facility economic zone

    (1) A licence holder shall provide, within the multi facility economic zone, infrastructure and facilities which are suitable for the operation of the industries specified in sub-paragraph (2) and which shall include—

    (a)    buildings;

    (b)    electricity;

    (c)    telecommunication facilities;

    (d)    water and waste disposal facilities; and

    (e)    roads.

    (2) Infrastructure and facilities referred to in sub-paragraph (1) shall be suitable for the operation of—

    (a)    mining services;

    (b)    manufacturing and processing activities;

    (c)    agro processing;

    (d)    tourism;

    (e)    commercial activities;

    (f)    logistics;

    (g)    educational institutions, higher education institutions and colleges registered under the Technical Education, Vocational and Entrepreneurship Training Act, 1998; and

    (h)    real estate and property development.

5.    Sale, export and disposal of goods produced in multi facility economic zone

Goods produced or services provided in the multi facility economic zone may be sold, exported or otherwise disposed of in the ordinary course of business.

6.    Activities prohibited within multi facility economic zone

A licence holder shall not carry out any activity within the multi facility economic zone that is not authorised by a licence or permit granted for the purposes of operations under paragraph 4(2).

7.    Removal of goods from multi facility economic zone

Goods produced or services provided in the multi facility economic zone may be removed in the ordinary course of business.
